Default fuel filler pipe problem

i imported a 97 type r to sweden and to register it they want me to do something about the fuel filler pipe. The original one is wide, and doesn't have the restrictor that european models have so that you can only fill with unleaded. there is supposed to be some sort of restrictor that can be banged into the pipe to fix this, bit I can't find one, anyone got any ideas?
thanks!

yep, and i am trying to source a uk filler pipe, but it would be easier if i can find the insert. had a comment from one trader that uk pipes are likely to be very rusty too...
