Default What causes over boost on JDM BUG STI?

Car is a 2002 JDM Prodrive sti, its completely standar apart from a Hks back box.
I bought the car last week with a running issue.
Basically if you drive the car out through all the gears, to a point where it doesnt drop below say 5k revs on gear change, well everything is fine, pulling like a train, its holding around 1.1 bar boost.
BUT, if you dont drive her out through the gears and say in 3rd or 4th decide to floor it well its over boosting under the load and fuel cutting.
After it does this it runs crap untill you switch her off and restart so i presume its a limp mode or something after the fuel cut.

What cause over boost like this??
I took off all the vacum piping from turbo to Solenoid on drivers shock, and found no leaks and no real sign of oil,
i also plugged in the green plugs under dash, i was expecting to here the solenoid on Shock tower clicking but i didnt, is this normal??
