Gasket gone

Hi all, today is my day off work as i am "very poorly"![Cuckoo](https://www.scoobynet.com/images/smilies/cuckoo.gif)
I thought id have a look at swopping some of the nasty silicone hoses that the last guy had put on, i started the car up and had a look around when i noticed this.
It was like water/condensation, does this mean the gasket has gone? This is between the turbo and downpipe? (Tilt your head/screen 90degrees clockwise)
Could this be a reason why my car is only boosting to 0.6bar?

once it warms up i cant see it again, i guess because it is soo hot it dries.. this was when i just started it up it must be like condensation i guess? but does thius mean the gasket is knackered
