Default Pressurising the Intercooler and Pipework!!

Can anyone help at all as I need to pressurise the intercooler & pipes to find if there is a leak?
I am thinking of using a pushbike valve and innertube with some sort of cap that will go over the pipes?

Why I am I doing this ??

A mate of mine said we should take it down to a place in Congleton to see what BHP it reaches... the closest guess gets to have a free time at the pub... Happy Days

When the guy cam to us and said "It is only reaching 260 bhp and should be reaching 300 and that there is a problem perhaps with the timing" the fun bit went through the window.....
I was told £100 to check it so I said yes whilst it is here check it. I get a phone call later from him saying that there was oil on the pistons which means the rings need replacing, that the turbo was boosting 22lbs and that he had turned it down, oh and a bill of £2500 would be the price to fixing it.... So I asked him to put the ****** back together as it has not used any oil or smoke out of the back at any time.... On the drive home the car was hissing/sucking which seemed to be when the turbo was spinning, It had no go whats so ever, plus when I pushed in the clutch at lights etc the car cut out...... I was not a Happy Bunny but in a calm opinion thought it a waste of time to take it back unless too perhaps feed it to him
I got home to find the clips that hold the Maff Sensor lose, after tightend the cutting out stopped. A guy I know found pipe after pipe in the wrong place, not even connected in one instance..... after he had put them back the car was going far better but still nowhere near as good as it originally was....
So today I have just come back from Ric Woods in Stockport who apparently has a good reputation. He thinks that I have either a leak within the intercooler pipes or the turbo is on its last legs... he put a gauge on the inlet and it was only boosting to 9lbs. He told me that if he removed this curtain pipe which I think goes to the boost control on the drivers inner wing that the turbo should boost off the scale. He removed this pipe and the car still only boosted to 10lbs. So he says I have either an Air Leak or Shafted Turbo...

What do you Guys & Gals think?
Any help will be greatly appreciated

Thanks
Daz
