Alignment is off, very likely.
Power Steering has very little to do with returning the wheel to centre after a corner, the alignment has.
Also, wheels with a less then optimal ET value can exhagerate (sp??) the alignment problems

ive recently changed the wheels to light wieght prodrive 17' speedline but had them balance before put on car and before the power steering droped off it was making a clicking sound when doing a 3 point turn

Balancing a set of wheels is not the same as aligning the car.
First get the alignment checked (always a good idea, a good alignment will increase handling, can lead to lower tyre wear etc)
The ticking noise could be anything, a PSpump dying usually has more of a screeching sound. But I do not think the PS is gone, more likely the alignment is off (and the new wheels which may have a stiffer sidewall for example make the problem more easily felt)
