Check the fluid level and also the condition of the belt.

Alignment is off, very likely.

Power Steering has very little to do with returning the wheel to centre after a corner, the alignment has.
Also, wheels with a less then optimal ET value can exhagerate (sp??) the alignment problems

Balancing a set of wheels is not the same as aligning the car.
First get the alignment checked (always a good idea, a good alignment will increase handling, can lead to lower tyre wear etc)

The ticking noise could be anything, a PSpump dying usually has more of a screeching sound. But I do not think the PS is gone, more likely the alignment is off (and the new wheels which may have a stiffer sidewall for example make the problem more easily felt)

If the alignment is ok then check the strut tops, they play a big part in the centering of steering.

Get your CV joints checked out for the clicking noise.

My car ticks on a left turn. It's the cv joint, my cv boot has split.
