How to get horse power back

Hi my wrx wagon import on a 95 plate I assume is about 220 bhp but salon versions are around 260 how can I get that bhp like a standed salon and y did they down grade the bhp ?

From: 1600cc's of twin scroll fun :)

As above, TD04 turbo instead of the larger TD05 turbo and a different map.
