CEL and now non runner, ECU reset?

CEL and now non runner, ECU reset?
Hi all, first post for a while hopefully someone may be able to help.
I have a 93 WRX, bottom end went so I have replaced the engine. It started fine and ran for a few days before CEL light came on and went into 'limp home' mode. If I turned ignition off and on CEL light would go out and it would run and boost fine until i'd let the revs drop to tick over and CEL would come back on. On turning the ignition off/on the last time the car wouldn't start and hasn't started since. I want to do an ECU reset and then try to find any fault codes.
All the info I have on ECU reset says after connecting the connectors you need to run the car to complete the reset. Does anyone know if the reset can be done without running the car as obviously I cannot start it? The battery has been disconnected for over 3 weeks now would this reset the ECU as I have heard, disconnecting the battery does not completely reset the ECU?

Why don't you read the codes before restting the ECU?

I will be doing this if I cant reset the ECU, the reason I want to reset it is I have been advised this is the best way as the ECU can store previous faults.
