I had very similar problems on a classic MY99. When I measured its impedance it was too high. I purchased a replacement non-oem sensor (supposedly identical, measured impedance was now correct) and ended up with similar problems. Returned it a while later and got a proper subaru sensor. This time it worked, and has never thrown the code. I'd recommend the proper Subaru replacement sensor, torqued to the correct value as I was having problems for ages with mine!
