Not really. Your best bet would be to use a v4 loom. But there are differences between the ancillaries and sensors, so there would be many other compatibility problems. Have you got a specific reason for the swap?

I don't think I know of anyone wanting to do that. It can create problems - for example, the idle control valve is managed very differently between phase 1.5 and phase 2 so you can't just wire them across (AFAIK).
There are plenty of people offering breakout/patch harnesses for the same model year (e.g. here and you can often buy individual connectors (e.g. m-cal offer some of the 97/98 loom side, and 99/00 PCB but not wired ECU side) so you could make one up yourself from that but it would be a painful job and probably cost a couple of hundred to do.
You'd be better off selling that one and buying one that fits!
