Default calling ssqv3 dump valve motors

hi all
I have had my scooby away for winter just geting ready to get her txted. i work a a garage and we MOT'd it a week ago. but just been out to move the old girl and it smell of fuel from the exhasut. looked around seems ok then ive just look down in o the ssqv port and the valve was moving alittle and was sat open. bliped the thorle valve shut and opened again.
My question is "should the valve be open all the time or have i killed another ssqv?"

2001 wrx bug

thanks
chris

really you want it shut when idling ,you can change the spring to a stronger one so it will stay shut on idle
