help needed i have no boost with pictures

ok people im stuck with my subaru wrx my2000 turbo,
i recently fitted a new engine as last 1 the bottom end gave up.
now the cars all running fine but seems as if the turbo aint working correctly as the boost gauge just sits on 0 all the time and when you rev the car the dump valve dont sound you just get a slight chatter from the air filter but only slightly.also the car has anti lag fitted but when switched on there is no noise or popping what so ever so any advise would be great im thinking maybe the pipes are fitted correctly so i have added some pictures but there not of the best quality,ill try and explain how the pipes are fitted the boost solinoid as 2 pipes coming of the side pipe comes of the boost solinoid and goes to a t.piece and the from that joing the turbo and acutator,
and the bottom bottom pipe from the solinoid goes to a hole at the end of the air filter next to the inlet manifold,
and from the boost gauge the tube comes through to a t.piece which joins the inlet manifold and dump valve.

yes im pretty sure thats how it is plugged in but still no boost and no reading on the gauge,also i have noticed that the line 1 containg a resrictor pill my pipe has been replace with a blue silicone pipe so im guessing it wont have that in it,also what else could stop the turbo spooling

if you have not got the restrictor pill it should still boost to actuator pressure which iirc is 0.5bar.
oh and i find mig welding tips are good for replacing the pills just make sure you get right size for your i think its 1.2mm hole
