intermitant hissing noise when boosting but no boost

intermitant hissing noise when boosting but no boost
hi,im new to this so be gentle,i have got my first scooby its a turbo 2000 classic uk on a 96 n reg,the only mods are 3" down pipe and one piece fujitsubo exhaust and a boost guage and bailey twinpiston dv also a sti tmic,just yesterday heading home after losing my job ,when i pulled up at junctions and when taking off there was no boost or power but a hissing noise that went away after blipping the throttle??
i have checked all vac hoses as i have replace most with silicone,when the hissing goes away there is full boost at my disposal
is there anyone out there that has encountered this problem at all and any info or tips would be much appreciated

Cheers greenfumb,i had that problem with the dv that was on it and replaced with a brand new bailey twin piston same as what was fooked when i got the car,had the car out today and it didnt happen one and that was a 40 mile round trip.
ive got plenty of spare silicone hose so think now i have no job might as well get the use of my tools now i have them back
any more hints or tips would be great

My money is still on the spring in the dumpvalve being weak.
My previous Impreza 4 years ago had a Baileys VTA on it and it was a god awful thing. Started leaking boost and all sorts. Got rid of the bloody thing and replaced with a Forge item - surprise, surprise all issues disappeared
Chuck the Baileys and if you have to have the "whoosh" noise on lift off, buy a reputable brand of VTA. Baileys have had god knows how many complaints on here, more than any other "branded" VAT BOV
