I've got a replacement rear bumper bar for my '99 classic to fit but it's not come with the number plate light brackets which attach to it and mine are rotten. Apparently V1-2 they attach to the bumper skin itself and V3-6 have a special bracket (see below link) that attaches to the bumper bar.

Is there much of a difference? As I understand if the bumper bar is the earlier type, it will still fit but would require drilling for the brackets off the later type to fit?

Only other option is to purchase 2x new from said above link or try save the light fittings themselves and attach to a couple bits of random thin plate.
