I guess it depends on what year car you want to connect too.

I have three different obd2 tools and they all connect to my 2006 Impreza.

The 98/99 Impreza even though have an OBD port does not communicate with OBD its Subaru's own protocol as far as I know.

If you can find a reader that supports Subarus SSM Protocol you should be able to read it.

You have diag plugs under the dash to show flash codes so no need for a reader

There are 2 green and 2 black plugs up under the steering column, it's ages since I used mine, but by connecting them you can have faults flash up as a code using the engine management light, if I remember correctly you then connect the greens together to do a reset
Someone will be along shortly to correct me,

Further up the loom from those plugs there is another grey one with 2 jumper cables coming off it, this is the same sort of thing , but is for the abs system and will, flash the abs light to give you codes for that too!

If you search through here I'm sure you will find decent instructions
