Turbo surge, what causes it and what can be done about it?

Default Turbo surge, what causes it and what can be done about it?

Bit of an open ended question as I am looking to just learn a bit about the subject.

So what causes a turbo to surge? Why do some turbos surge and others do not? What can be done to stop a turbo from surging? Does the exhaust housing size have an effect, or is surge all on the compressor side?

On the VF35 for example I know many experience surge when having fitted an induction kit (myself included) what difference does an induction kit make that it encourages surge? Is returning to a panel filter the only way to prevent the surge? Does anyone get surge with the original filter in place?

From what i understand its caused by taking in more air than the turbo can cope with.

So would a larger exhaust housing solve the problem? I've read of people fitting the P18 or P20 exhaust housings to a VF35 and it nearly sorting the surge.
