Default Actuator arm movement , boost issue

Ok a few details ... I've have recently fitted a turbo blanket about 3 weeks ago, I took the motor out for a spin but whenever I hit boost the car would chug so no boost ... I drove the car home off boost and lifted the bonnet and noticed the turbo blanket pressed up agains the actuator arm and arm end...

My noob question is whilst driving dose the actuator arm pull towards you ( so towards front of engine ) or push away ( towards bulkhead ) I'm just wondering if the blanket is causing a restriction of movement on the arm end of the actuator as if it pulls towards the front of engine it maybe hitting the turbo blanket

I no that's not explain very well but hopefully u get what I mean lol

Thanks

Csf

It does sound very feasable that if the car was driving fine beore hand and the only change was the blanket, then its that stopping the actuator arm moving and the turbo is overboosting, then the ecu will back it off to protect the engine.

The arm will push towards the back of the car.
