Default MY00 Classic Help need

Hi to all of you,

I have a impreza 2000 turbo 215bhp( phase 2)last ones before bug eye, and It has had fitted with new piston rings, bearing, head gasket, cam belt, etc...
But my question now is why it have difficult reving??.
So i wonder if the vacuum is correctly fitted??
Please look at the foto and tell me if this is the way it should be.

I've tried to search unsuccessfully around here about vacuum, if you know the link please post it
It has the STI intake pipe, I think.

Many thanks!
