Fixing a downpipe or replace ?! Pros/cons

Hello
I have a 1999 subaru impreza and have notice a crack across the top of my downpipe it is on the curve of the neck near the turbo and is about 4 inches long. Question is do I try to get welded or is it bin and replace ? Any advice guys please.

Is it the stock downpipe, or an open aftermarket one.
If it's the stocker I would swap it for a catted aftermarket one, if it already is get is welded (preferably weld the crack, and but a stainless steel patch plate over it also) but also look at the fitment, as the pipe has to be under some stress to develop a 4 inch crack in that area.
