Default Is this a towbar

Hi I have been under my new wagon today to see why the exhaust rattles. I have found a square metal bar running from one side to the other with what looks like the fixings for a tow ball cut off. Can someone just confirm it is a towbar and that i should be able to remove it. May have a problem with left hanger as it looks like its part of it

It does look similar to mine with the bar going alway across, mines a wittier. I seem to recall a few bits coming off the car to enable fitting so you may need to source the bits.
There's a newage wagon being broken in 'Full cars being broken' section, so may be something there.

Thanks I am thinking I will take it off but cut the end with the hanger off and leave that on for the exhaust hanger
