Looking at the magnetic clutch it doesn't look to be the original OEM compressor either..........

which seems to suggest it's a system that has been "put together"

You can get a reasonable idea of the length of the belt required by running a length of string around the pulleys and over the tensioner with it slackened off.

Once you have that you can get one to suit the system rather than the OEM setup. Make sure the number of ribs suits the crank pulley rather than the compressor pulley.

I have seen the same setup on a Legacy, that was an aftermarket aircon fitment, not OE.

Paul is correct in what he's said there. Some MY99 models did not come with air conditioning or if they did it was retrofitted at import, these kits were not comprised of genuine parts they were sourced from aftermarket suppliers. There's a good chance you may be able to buy the genuine style tensioner bracket and belt and it may well sort the issue out.

Seen issues with these type's of kits, the worst one is the condenser is not the same style and can be a pain to mod to get the correct parts fitted.

Or your other option is just remove the AC altogether, Easy enough to do.
