Insured Car hits uninsured car on private land?

If an Un-insured, un-taxed Car (being restored) is parked on a private car park, and someone hits it, can you still claim from their insurance?
If that makes sense

Depends on how much damage they did, tell them you are willing to settle, with getting their insurance company involved and they may jump at it.

Nothing's actually been damaged, something got me thinking about what posistion i'd be in if it did
