Putting a 17 year old on the insurance?

Not the Scoob, so don't worry.:
We have a Xantia 2.0HDi as a second car. Our insurers, (L&V) declined to quote for our son, if he passes his test, as they said the insurance group(13, ) precluded him.
We are now looking at a possible change to:
Polo, 1.9TDi, group 5
Golf, 1.9TDi, group 5
Ibiza, 1.9TDi, group 5
206, 2.0HDi, group,5/6
But the insurers are saying now, that the cars ENGINE SIZES are too big to insure for a 17 year old, and it has nothing to do with the insurance group!!
What is going on? Am I getting the runaround? Or are they serious about engine sizes/
Has anyone else had experience of this?

And while I'm on here, WTF is the Xantia doing in group 13, while more powerful, lighter, quicker, more expensive cars with the same engine, are in groups half as high??

I was insured on mondeo si, rover 420sli, 420si, pug 406hdi etc etc
all brand new and all from provisional to 18months ago (23 now)

Agree with Davey P that the best bet is probably another insurer (or buy a £300 Fiesta for him to drive until he builds up an insurance history).
It isn't just power and cost of the car that determine the insurance group. How much it costs to fix also comes into the equation. If you crumple the front wing and bend the suspension on an Escort, parts are cheap and easily available. Do the same on the Xantia and the parts may be more expensive. Also, if the Xantia suspension is damaged, the hydraulics could be expensive to repair and there may be a limited number of repairers who can do the work.
How easy are parts to get hold of and do the insurer offer a courtesy car while yours is getting repaired? If parts aren't available off the shelf and you need the hire car for longer, that's another thing that bumps the group up.
Group 13 sounds high though. (However, a 2.0 Legacy is group 14).
