Mods and Insurance

When does a mod become a mod? (no not when he buys a fishtail parka and scooter)
My brother has just bought an Audi A4 and loaded it up with lots of bits from the accessories goody bin, including wheels xenon lights etc.
I put some new wheels on mine (the ones that came off the P1's gold standard size) rang up the insurance company and got stung some extra cash.
I would wager that my bro just told his insurers he had an A4.
My question is when does an accesory from the manufacturers list become a mod?

I would advise (IMHO) that any extra however minimal is declared to your insurance company. Insurance usually states that all modifications that are not part of standard factory spec must be notified, companies will do anything to wriggle out of a claim, don't give them the option.
