Shop around is the best advice. Other factors are garaging, security, limiting mileage.

Interstingly getting married and insuring your wife wil lop a hefty whack off, this may be a tad over the top though

Some have found that putting a parent as a named driver may help?

Move to a good area
Get a "good" job - a bookie, publican, footballer will pay more than a bank clerk or a civil servant

I think that this Pass Plus is a bit of a joke really, if it reduces your insurance by 10-20% why dont advanced drivers (in most cases) get the same discount as its far superior to a Pass plus..
As for the insurance, your going to struggle at that age on a car like a subaru anyway even i struggle with 8yrs NCB and ive only just got my insurance down to over 1k this year as it was going up (and direct line wish to talk to me, maybe reducing my insurance to something lower than the 1362 quid they quoted me to start with )
A named drive can help, garage can help (even though next doors had their car broken into whilst in their garage and mine was happy on the path )
a high excess helps, postcodes help, job title helps, age helps etc etc etc (oh and being married helps too!)
