Basically my headlights are confused haha
sides work fine
dipped beam puts all the lights on at low power
high beam only lights 1 side!
got my brain doing backflips haha

I assume you've checked the obvious such as fuses, wiring and the bulbs?
Try swapping the headlight relays over and see if the problem moves to the other side, if it does, then its new relay time!

First check is the fuses in the fusebox which is, afaik, under the bonnet. I know that on bugeyes, one fuse causes a similar effect. For some reason, Subaru fuse the lights n/s and o/s, rather than dip and main. I suppose so that if a fuse goes, you still have some light on each.

it had a hid kit on when i bought it, but a ballast gave up so i replaced them a few weeks ago, then the new ballast blew i think so iv took them off and put normal halogens in again cos i was sick of getting flashed off people anyway.

Nope...not when you look at how complicated a vehicle wiring diagram is.
In a MkI Escort, years ago, I had a fault where, if my foot was on the brakes, the sidelights came on.
Turned out to be a bad earth in one rear light unit.
