What MY?
On my '98 UK car, the fuse is number 23, it's in the under bonnet fusebox, located near the windscreen washer bottle, and is rated at 15A. Most car shops will sell replacements.
If this doesn't fix it, remove grille, and pull off connections to horn(s). Clean with emery cloth etc, replace, smear with grease, and try again. If this doesn't work, suspect the horn itself. Then replace it with some twin air-horns, about £15:

Are there 2 horns on the car? (mines an MY00), theres seems to be one adjacent to the battery and another right behind the front grille, in front of the radiator?
Maybe only one is working because its seems really feeble - roadrunner has a more authorative meep!
