Standard OE foglight to 90mm driving light conversion

Has anyone attempted this conversion on anything other than a P1 if so what problems did you find?
Reason i ask is i have all the kit for the driving light conversion inc.P1 surrounds but i cant seem to fit the lights to the bumper.When the lights are fitted up to the bracket it seems to fit fine but when i try to fit them to the car the bracket holes dont reach the bumper no matter how much i adjust it.A P1 local to Portsmouth would be a help so i could have a look
I am assuming that the P1 front bumper is identical to an MY99-00
