Question cooling fans dont switch off???

I have a 95 sti-ra and the cooling fans dont switch off even when the temperature has dropped in the system, but if you cut the engine and re start immediatley they do not run until the engine reaches the cut in temperature again. Very strange, are the controlled by the ecu or just a thermo switch in the water system???

They're controlled by the ECU if they're the same as the UK model. There are a couple of relays in the system and it may be that they are getting stuck and only releasing when the power is turned off. According to the wiring diagram on Chris Palmer's site http://www.saxonfields.freeserve.co.uk/ the relays are in the Aircon relay holder, but I have no idea where that lives.
