Battery charge rate question.

Battery charge rate question.
Car came back from its winter freebie checkup today with a warning that the charge rate for the battery was 46%
I realise it's just under half but how does 46% rate... car always starts ok etc.
So at what point do I need to get a new battery for the 1998 Forester jdm ?

go to a auto electricians and have it tested properly . i am 1 myself and have been for nearly 15 years and have never heard a battery being at 46 % unless its flat which means the fault is something draining your battery or its not charging .

Charge? Or charge rate? 46% of what?
Charge would be the battery but charge rate woud surely be the alternator? Need to know a bit more of what they are measuring before commenting on what needs replacing.
