Lighting bulbs
I am drving a blob eye still using the old head light bulbs.. i am thinking of changing the bulbs to brighter ones.. however.. would it be able to fit in xenon light bulbs? or i need to have a conversion kit like a balast

Obviously you can uprate the bulbs for higher percentage brighter ones such as Phillips, Osram silverstars and the current Halfords super brillance which are all straight swap bulbs.(H1 dip HB3 main)
Or you can buy a HID kit which have separate ballasts that need wiring in.

Just so you know, the HID aftermarket bulbs are not legal in the UK. They can also be quite dangerous. Autotrader did a 2 page article about it a couple of months ago.
Try philips vision plus for your dipped lights, about £20, and osram silverstar for you main beams, about £25.
Quite a hassle to change, headlight out job, but well worth it.

Sounds like b*ll*cks to me. Got any links to the article? Under what legislation are they illegal? What on earth could make them dangerous (apart from sticking your fingers up the ballast and turning it on)?
