Parking lights stay on

On my daughter's 97 Legacy, the parking lights stay on unless you pull the fuse. I can turn off the switch or move it through all positions, and they stay on. Where should I look for the problem?

Do you have a switch on the steering column just behind the steering wheel do you like this

This may have been switched to on (admittedly this is on an impreza)
