Question Is there a fuse associated with the starter motor?????

Does anyone know if there's a fuse for the starter motor? Or perhaps a relay? The car is a WRX import 1996.
The ignition lights come on, but when I try to start it, nothing happens.
Its definitely not the starter motor, or an immobiliser problem.
I've checked the main fuse box, but they're fine. I haven't yet looked at the fuse box in the drivers side foot well, mainly because there are loads of fuses in there, and its difficult to access. The fuse cover is in Japanese, so that doesn't help much either.
It's probably something simple, but without a wiring diagram, I'm stumped.

More than likely the solenoid is faulty, and yes, it's a type of relay, generally mounted as part of the starter on modern cars.

In case anybody else ever has this problem, here's what I found.

After getting hold of a wiring diagram, tracing the fault was easy.
I need a new ECU.
I removed my Z4 ECU and plugged in my mate's U8. The car started no problem.

...and there was me thinking it was going to be something cheap, like a blown fuse.
