Default No Dash lights / car seems dead!

My Bro had a problem with what he thought was the battery, it had been standing for a while, so he got a new battery as it had gone flat before but there is still a problem, the dash will "Ping" to alert you the keys are in the ignition and the door is open but thats it no other lights at all (Dash / internal / external).

It also has a cobra alarm installed, but before the problem if the car was immobilised the dash lights would be on but the car wouldn't turn over, as you would expect.

Any idea what this could be?

What year is the car? i have a 2005 Spec C with cobra alarm and if the immobilisor isnt turned off all the dash stays unlit.I have to insert key turn to position 1 and press the alarm disarm button on the fob,then all the lights come on and you can start the car

He assures me that normally the dash lights come on, but you can't start the car, you then press the fob and it starts. Pretty much the same as my toad alarm. Maybe the newer car is wired differently?

Any other ideas?

Its either the battery or immobilisor or the tall pink 80A fuse under the bonnet which powers the ecu

Turned out to be a corroded wire in the fuse box, or just outside it, i wasn't there at the time. But its now fixed!
