Can't be illegal with main beam otherwise Subaru would be in a lot of trouble by now. Fogs on UK cars would be wired to go off automatically when main beam was selected if this was the case

Get an automotive relay. Find the live supply to the main beam, cut the wire, attach the coil teminals of the relay to each end of the wire. (you should now be able to hear the relay click when you engage/disengage high beam)
If you don't already have a switch then do this-
Run a wire from the positive terminal of the battery, put an appropriate in line fuse in and connect it to one of the switched terminals of the relay and wire. ( Amps = Power / Volts and remeber that the voltage is probably nearer 14 than 12 and then add a bit of a margin) Connect the other terminal to the fog light live input. Connect the other fog light terminal to an earth.
Otherwise -
Find the live supply to the fog lights, cut this and connect the relay switched terminals.
You should really remove the battery before tampering with electricals - at least make sure a wire is not live before you cut it.
If you need more explaination then you should not be attempting this without adult supervision

Er, Dave is that the right way round? I thought using them in main beam was a waste of time, as main beam reflects off the fog and you can see F-all, whereas dip (and fogs) cut under.
