i have a 92 legacy and got some problems with the front fog light...
it will only stay on for a few minutes at the time. after it have shut off, there goes 10 minutes and it works again for a few minutes. how come??? where are the relay for it?

How often do you need to use front fogs anyway?

I wouldn't worry about it, you don't need them.

Just a basic Leggy or a Turbo etc?

Some of the higher spec ones had turning lights, i.e the fog on the left would come on if turning left, then go off again, once round the corner.

Could be something in that causing the problem. Or as you guess it's possibly the relay.
