Remote Central Locking not working

Remote Central Locking not working
I have recently bought a 2001 WRX, It came with only 1 key & 1 remote fob for the Cobra alarm that's fitted to it.
The remote locking buttons on the key don't lock or un lock it & pressing the alarm buttons does nothing either,
The LED in the centre console next to the handbrake does seem to be flashing even when I un lock the car by putting the key in the door.
If I press the buttons on the alarm fob the little LED on the fob flashes.
Is there any way of re syncing the remote on the key or the alarm fob without having to go to the main dealers?
