My own interpretation of an effect i saw used earlier on in the week. I was quite impressed with the results considering i'm far from being a Photoshop guru.

Its just line and fill guys, takes a bit of time lol!
Taron, i had a quick go at your car. The original picture needs to be in a much higher resolution really. I was pushing things with my first attempt, albeit it was handy having the car featuring so prominently and close to the lens in the original shot.
Here you go.
Like i said, just a quick go, not worth spending too much time on it as the results can only be so good with such a small resolution.

Thanks for the nice comments.
Like i said guys, it's done using the 'line' and 'fill' tools. No filters whatsoever. There is over 2000 lines in Tarons one and slightly less in the first.
I'd like to have a go at doing one properly if anyone has a nice high-resolution shot? My cars filthy with no sign of getting a wash till Friday and i don't want to go using one without permission. Also, the less 'cluttered' the reflections are in the picture the more effective the result.
Anyone? I have a day and a night to fill before going back to work lol!

The first one took about 3 hours Brett, Tarons P1 took a little less time as i kinda rushed it through as i knew the results weren't going to be too great, more practice all the same though!
I thought there may be a filter. I have tried using some filters previously though and we didn't get on, user error probably lol! I wouldn't imagine it'd be able to pick out some of the different shades visible on the paintwork though?
No-one stepped forward with a high-res pic yet? Don't make me search Google lol!

Filer > Artistic > Cutout
You then get a small option box come up. Play around with the settings there. You achieve similar results. Maybe you can save
time on the process.
I do admit , the filter method used isnt as clean looking as yours. But it is quick
