Dazza's-STi - interested to hear JM's answer, but in the mean time, Photoshop CS has a natty colour replacement tool. You can do similar stuff in previous versions by setting the blend mode of a brush (for example) to "color".
Resizing wheels is also a doddle - create a selection of a wheel & tyre (various ways of doing this), copy and paste as a new layer, and resize. Then just tidy up any overlaps, Etc.
