Newbie WRX STI "growth" on bumper question

I have recently taken the plunge and purchased a 53 plate UK WRX STI PPP scooby and was wondering what is the hell this "growth" is on the rear bumper (see pic)..any help gratefully recieved..

Moss? er nope....Its the plastic add on thingie i was refering to..i dont know why/what purpose they serve???

They look like splash guards. They are for fitting behind the front wheels. Don't think they are for the back. Looks like he fitted some anyway.
