Historically, the regime has played fast and loose with the rest of world in order to gain temporary reductions in sanctions or greater foreign aid. Sabre rattling from Pyongyang is hardly a new concept but gives them leverage in later talks aimed to reduce tension in the region. Jong Il was a master tactician and known for being on top of his brief. Jong Un is more unpredictable as a result of his inexperience, but to dismiss a country with nuclear weapons on the basis of 'LOL HE'S FAT AND SMALL WITH A SILLY HAIRCUT' is pretty naive, and more dangerous than the man himself.
I'm no apologist for the regime; I think it's a deplorable state of affairs, but a long term solution needs to be reached which doesn't harm the security of the region and result in greater proliferation of arms to groups who shouldn't have access to them.

He's not worried about a film and he's far from stupid either. To simplify the DPRK down to a crank leader with a swathe of adulation is a gross over-simplification.
