Only when a precedent hasn't already been set, though... Ergo, he should've simply known better. Just general common sense.
But therein lies the problem: some people are simply bereft of it.
Perhaps the RNLI should have left him to it and simply let 'Darwinism' play out.

An amateur, he's only been rescued once, he's got a long way to go match some of the other wasters out there that don't think twice about wasting other folks time and money, not to mention putting their lives at risk
