It's quite possible that they've edited it since, but I don't see anything in that story that says the guy was detained at any point between stabbing the first victim and murdering the next.

Cue Cameron to tell us how it's tragic and lessons will be learned

Cue do-gooders to point out there are 10000 other mental cases roaming the streets who have not killed anyone!

Cue SN NSR Self self self kangaroo court to propose the euthanising of anyone with mental issues!

Sickening crimes. Very difficult to deal with people suffering mental illness to this extent, other than where he is currently residing indefinitely.

You could be on to something here, maybe we should just lock up everybody in individual cells. That way we can't kill each other.
