Ebay scamming
So this guy was selling electrical gear at below market price. I took a punt on the off chance and paid via pay-pal on my credit card.
Turns out to be a scam (no shock there).
What does he have to gain?
PayPal sit on the cash for a while or will claw it back from the seller.
The buyer can claim back via Pay-pal and/or credit card companies will claw back the money.
How does the con man actually make good money out of this?

they hang on to it if you are a new seller (or with little feedback) -- could be different with an established seller?

You can now transfer funds out of your PayPal account to your bank account in minutes...so by the time a dispute has been raised there is no cash in the PayPal account t that they have frozen, then they have to chase and find the bank account to claim it back but the seller has long gone with the cash
