Question

Is it still possible to receive calls and dial 999 if you run out of credit.

Just curious as I am thinking of scrapping my contract mobile in favour for a "pay as you go" style phone.

I'm not sure that it would be legal for them to disable access to the emergency services.

It all depends on the network about the recieving calls. You can always make an emergency call regardless of network, but for receiving calls when having no credit, Orange certainly allow that. It was one of the reasons I bought an Orange Pay as you Go for my girlfriend. I could even make free calls using my inclusive minutes to her even if she had no credit left. I don't know if others have followed suit, but even if they have, the charges for calls on Orange Pay as you Go were cheaper at the time also.

Got a friend, no idea which network though and she can't recieve calls if she's run out of credit on PAYG. Will ask her which provider.

Only O2 (Cellnet)now make you have at least 1p of credit to receive calls. All the others leave it open unless you don't make a chargeable call for 180 days and then they'll disconnect it from the network.

With some PAYG, deals you buy a top up card which will give you x amount of talk time and x amount of air time. You need both to make calls, but just the airtime to recieve. If you run out of this you can't recieve.
Other PAYG deals don't require airtime paying for, but the calls are usually a touch more expensive, to cover for the airtime you're not paying for.
Vodaphone Pay as you go (standard). Requires airtime.
Vodaphone All Calls. No airtime required. Less off peak hours than the above.
Vodaphone Smartstep. No Airtime required. First 3 mins of each call costs 40p then 5p after that. (i think)

Virgin mobile allow you to recieve calls with no credit and call your voicemail for free.

They also allow you to set up a monthly bill (like a normal contract) but pay no line rental.

My ex has a PAYG on Orange and has been receiving calls without credit for months
