Black X5 with silver on black reg. plates - anybody seen it?

Saw this yesterday somewhere south of Glasgow IIRC, started something like EMN. Are those plates not illegal? I thought the car had to be pre 1970 or thereabouts.
Looked a bit of a pimp mobile with black tints as well.

Car REG has to be pre-1973 I think it is...
So if a private plate older than that the black plates are fine..
I was wondering about doing my plates in black/silver as my plate is northern ireland plate re-registered here in England
"TAZ ****" where the * are numbers..

The plates are for pre '72 cars as i had a 72 beetle and got pulled for having them.
Technically they are illegal on newer cars but would take a seriously moody policeman to pull you. Saying that, is it worth giving them the excuse...
