Question

i have a job interview on friday.

my boss wants me to stay.

i have asked him to salery match the new job.

he has offered a payrise under what the other job will be.

he has said that if i accept the rise - i can't go for the interview.

is this legal ??

Legal in what sense, contract law, employment law ?
There is no legal binding that could stop you from attending an interview in your own time.
But if you were to take up employment would:
You would infringe any agreement signed under your contract of employment regarding confidentiality, copywrite agreements, interlectual property, patents etc.
By that I mean are you going to a direct competitor of where you work. Things can get a touch sticky then.
But if he just offers you money not to go to an interview, tough on him. But don't sign anything making the increase conditional to you not attending this or any other interview.

Do you want to stay? If not, go for the interview.

If your only reason for going was to get more pay, then accept the current pay increase ... and continue to look around.

You are free to seek alternative employment at anytime. You could in the case of some R&D or Consultancy/Legal Partnership type jobs sign away a degree of your freedom by agreeing to not work within a fixed time for a specific list of other firms or in the second case more likely within a Geographic area.
However its unlikely in your case that applies as its very rare and if you were a lawyer you wouldn't be asking.
Therefore you can got for the interview without worry, however they could just fire you(especially if you are under 1 years service), but this is unlikely as they are blackmailing you to stay so it would defeat their purpose.
My personal view is that its OK to do this once in any employment, if you go back and have to ask a second time for more money by finding something new then you are a mug and they are crazy too for accepting it. Employment is a partnership, if it involves arm twisting to too high a degree then there is no trust and no mutual benefit recognised. Then its purely transactionary and it works at best at 80% of efficiency, if an employee and employer recognises the mutual benefit and works to maintain it both come out winning.
