It will work, but it will only record & play back in NTSC.
That may be OK if your TV plays NTSC and you use something like Adobe Premiere which can work in NTSC.
If you want to convert to PAL, you would need a PAL outpit device - ie a recorder connected to your PC.
You may be able to get a PAL one out there, but it won't be cheap.

DV and Mini DV are discrete protocols and do not rely on PAL or NTSC. They are portable between machines of any output format.
However, a camera you buy out there will almost certainly only have NTSC output so you need something which will accept an NTSC signal to view it.
Bets bet is Hong Kong - they us PAL, they are relatively cheap and...
...airfare is *very* cheap right now

I bought a JVC Digital Video Camera in Chicago. Worked fine in the UK, you do obviously need to get a plug adaptor for the charger. My TV works with NTSC and PAL. It was cheaper but not hugely so.

We brought a Sony Dcr-Pc-5e pal mini DV in the states nearly 3 years ago and we got one that was pal and ntsc and 110-240v and that add to that we saved about £500
Have a look on the plate on the Sony's they have an E as in Pc-5e for europe
