Speed check area near M25

After reading post "M4 Speed Cameras" its made me think.
There is a speed check area on the A320 near ottershaw (M25 Chertsey junc).
It's a 40 mph limit and if you go over 45ish then flashing lights come on reminding you it's a 40 limit.
Although it doesn't take your car details and fine you for speeding, why doesn't my snooper S5 pick them up.
There is some sort of radar on top of the sign but no bleeps from the snooper.
There are no markings on the road so its not something their working out the cars speed.
It must be the radar object on top of the sign, but working on an other frequency.
If this is the case what's stopping the police from using the same frequency on a mobile speed gun or gatso?

The Bel 525i doesn't pick them up on the 414 either, but does pick the ones up on the lower luton road by Brocket Hall. Also my Bel doesn't always pick the gatso's up in aylesbury, go past 1 way and nothing go past the other way and it goes off, usually when they aint pointing at me.

Laser maybe but why does the radar/laser detecter not pick them up. And as they don't pick it up whats stopping the police from using the same on an evidence catcher (if you know what i mean).

They are some kind of radar and it has a wide pattern, so plod could not use them to pinpoint a speeding car alongside other traffic.
Obviously laser has pin point accuracy, excellent for fleecing motorists from camera vans at a distance etc etc.
Anyone up for burning them down ? - a bad idea as they might be replaced by real Gatso's
