Advice or pointers on a NIP - Please Read.

A friend has just recieved a NIP for doing 35 in a 30. The first NIP was sent to the previous owner of the car (the log book hadn't been updated) - who sent it back with my friends details. He's just recieved the letter (dated 20th) today and the 'offence' was commited on the 2nd. Isn't there a two week rule? I've had a ratch around here and 5ive-0 seems to be down.

the 2 week rule only applies to them contacting the registered owner, and no longer applies if they have to search for you. it took them nearly a year to find me last time and they wernt giving up.
