I want a registration number which is not for sale on the DVLA site but I am sure has been issued
Is there anyway of finding out if the car which holds it is around anywhere ?

Do a quote on the directline website and it will tell you if it's on a car. I don't know of anyway of getting the details of the owner though. Some car registration companies do offer a finders service to try and get the plate you require but it costs ££££.

What about a HPI check?. Does that give you the current owner? May be a cheaper way than getting a reg company to trace it.

Doing a HPi will give most of the details on the V5 apart from the address ....

all you have to do is contact dvla and upon payment of a small fee they will disclose to you the name and address of the registered keeper of that vehicle. Give it a try. Write to dvla there may be a form to fill in and an admin fee to pay but i am sure you can do it

Yep! No way that information will be provided by DVLA. Not to the general public anyway.
